[August 6, 2008]

Dear Colleagues:

On behalf of President Yudof, I write to advise you about procedures for responding to notifications from the State concerning the suspension of State contracts in connection with Governor Schwarzenegger's Executive Order S-09-08.

Upon receipt of notice from a State agency indicating the suspension of a contract, locations should proceed with appropriate temporary layoffs and reduction in time actions in accordance with UC policy (including academic personnel policies, PPSM 60 for professional and support staff, and other appropriate policies), and collective bargaining agreements for represented employees, working closely with their local Human Resources and Academic Personnel offices.

Locations may take steps to identify other opportunities for the temporary reassignment of impacted faculty, other academic employees, and staff, utilizing existing vacancies supported by other fund sources.

Executive Director Randy Scott will be the UCOP contact on this issue. Please designate someone at your location to keep him apprised of the number of impacted academic and staff employees at your location, and also the financial information associated with the suspended contracts, so we may keep The Regents, Sacramento colleagues, and others adequately informed about the impact of the Executive Order on UC.

We, of course, regret the hardship this represents for our personnel, and we remain hopeful that the State will finalize a budget a very soon.

Sincerely,

Katherine N. Lapp
Executive Vice President - Business Operations
