UPTEs petition for an election to unionize the Universitys 12,000 Administrative Professionals has been accepted by the Public Employee Relations Board. The timing of the election will depend on how quickly the pre-election phase will be completed.
There are two pre-election issues that need to be resolved:
- Prior to conducting an election, it is necessary to identify employees who should be excluded from the potential bargaining unit because they are supervisors, managers and/or confidential employees. The University is compiling its list of excluded employees. If UPTE challenges any of the Universitys exclusions, and the parties cannot reconcile their differences, the matter will go to PERB for a decision.
- Another pre-election issue the University and UPTE are addressing is the proper configuration of the potential bargaining unit. Agreement is expected, but it may be up to PERB to decide the issue ultimately.
The University is working to resolve these with UPTE amicably and move forward to the election. Several meetings have been held in the last weeks and more are scheduled soon. PERB will conduct the election as soon as practicable once the issues are decided.
