Court Grants Restraining Order Against AFSMCE Strike; UC Calls on Union to Settle New Contract for PCT Employees
San Francisco Superior Court today (July 11) granted the request of the Public Employment Relations Board for a temporary restraining order against an AFSCME strike, scheduled for July 14-18, 2008. The order prohibits any strike by Service unit or Patient Care Technical unit employees. It is the University's hope that the union will agree to return to the bargaining table and work with us to reach agreement for our patient care technical employees.
UC last bargained with AFSCME for patient care technical employees on June 27th, when the University extended the deadline on a proposal that would mean a minimum of 26% wage increase for PCT employees over the length of the contract. The University has offered to further extend the deadline on that last offer if the union will agree to continue negotiations.
The final package proposal includes the following provisions:
- WAGES: Over $18 million in wage increases, including a minimum range adjustment of 4% and a retirement eligible lump sum payment equal to the percentage increase back to 12/1/07 in lieu of retroactive pay. Increases over the length of the contract equal to a minimum total of 26% for eligible employees.
- Increases between 4-15%
- Lump sum payment equivalent to at least 4% back to 12/1/07
- Transition to step structure that is based on experience
- Minimum of 2.5% increase
- Minimum of 2.5% increase
- Step increase of 2% for eligible employees
- Minimum of 3% increase
- Step increase of 2% for eligible employees
- Minimum of 3% increase
- Minimum of 1% market equity pool
- Step increase of 2% for eligible employees
- Minimum of 3% increase
- Minimum of 1% market equity pool
- Step increase of 2% for eligible employees
- Guaranteed minimum rate of pay of $15.00/hour for all current PCT employees by the end of the contract
- HOURS OF WORK: Beginning October 1, 2010, all PCT employees will receive overtime for any work after shift, and double-time pay after 12 hours;
- HEALTH CARE AND RETIREMENT BENEFITS: PCT employees would continue to be offered the same health and retirement benefits as all other UC employees, at the same cost. The contract will reopen if health insurance premiums increase by more than a certain amount over the life of the contract or if the university proposes to require employee contributions to the pension plan.
