The University of California employs approximately 10,000 Patient Care Technical employees who provide vital patient care support services at the five University medical centers, nine student health centers and numerous outpatient clinics throughout the UC system. The University operates the nation's largest health sciences and medical training program, and its network of five medical centers and associated facilities represents the fifth-largest health care delivery system in California. UC medical centers provide patient-care services valued at over $2 billion annually, accounting for more than 3.3 million clinic visits and over 239,000 emergency room visits a year.

All non-supervisory, non-managerial patient care technical employees at UC are in this systemwide bargaining unit, which is represented by the American Federation of State, County and Municipal Employees (AFSCME) union.

Following PERB's decision to place these titles in the PCT unit an election was held for union representation. In 1983, AFSCME won an election to become the exclusive representative of employees in the unit. In that initial vote, 60% of the eligible University employees in the unit voted and 67% of those who voted, voted in favor of representation, 33% of those who voted against representation.

Negotiations for a new contract between UC and ASFCME began in August 2007, and the Agreement expired on September 30, 2007. The UC and AFSCME continued to negotiate in an effort to achieve settlement.
